i think what is being applied here is that, if your parents are of different nationality eventhough your where born and raised here, still you will not be considered as a Qatari... should your mother is a Qatari but your father is of different nationality, still you will not be considered as a Qatari because you will carry your father's name... but if your father is Qatari and your mother is not, this is the only time you can be of Qatari citizenship... anyway, have this one clarified because this is only what I know from a source...
