If you have RP then you have to do all the paperwork for Saudi Transit Visa, and get the UAE visit visa before hand and the rent'a car company has to agree that the car will be travelling to Dubai.

If you don't have an RP from Qatar or you are in Qatar on a visit visa then you won't be able to make it.
