You could ask the other tenants in your building if they knew who owned the building?

If you have any friends that work in Kahramaa you could give them the W&E numbers and they would tell you who the owner was.

If there is a QTel number on your building or above your door and you have friends that work in QTel you could give them the number and they could tell you who it was registered against - they would also be able to tell you his phone number.

The last 2 options aren't really legal though..
