Last 2005, I had an Indian colleague who bought a permanent visa from a Qatari (his sponsor). He said he just gives him gifts/token every now and then. Then I heard about one 'selling' a PR (maybe a Qatari willing to sponsor) for QAR 6000. I know it worked from my Indian colleague but I think the best way is to buy property to become PR.
