My credit cards worked find in Russia ie HSBC and Commercial Bank, even at ATM withdrawal.
In HongKong as well both cards, no problem.
In Philippines, once the HSBC card no problem at ATM with QR.15 service charge. but the next time not at all.
The CBQ card, no problem.
It depends on the telephone line.
