The labour department will require your certificate attested by Ministry of foreign affairs, in Qatar. For Ministry of Foreign affirs to attest certificate, some times they ask you to first get attested by Qatar embassy in your country. If you are lucky they may be satisfied with certificate attested by your embassy in Qatar.
