First of all, you DON'T HAVE to use a migration agent.
Everything that you need to get an migrate to Australia is contained in www.immi.gov.au
Here's excerpt from their advice page:
'It is important to remember that you do not need to use a migration agent when lodging a visa application. A migration agent cannot influence nor predetermine the outcome of your application, nor can they fast-track its processing.
The majority of applications processed by the Department of Immigration and Citizenship (DIAC) are not lodged by
migration agents.'
However, if you would like to use the service of a migration agent, it is essential that you use one that is legally recognized by MARA (Migration Agent Registration Authority). Their website is www.themara.com.au . They have a search function that can point you to the nearest migration agent.
