The veil is a religious thing but that doesn't mean that people will follow it, for example drinking isn't allowed in Islam but that doesn't mean that all muslims don't drink.

In this part of the world, culture and religion are so intertwined that it's hard to differeniate between them. I think the veil is both a cultural and religious thing.
