they are all gone.. there is nothing to apply for.. the campaign of receiving the application and allocating the flats was over somewhat half a year ago... now, when the project is finished, people started moving in their houses.. end of the story... and hey, only married couple with at least one child could submit the application.. i don't you would be qualified anyway...
