QAtar is not PR for sure, but its a safe country with good economic status, people here are kind and good, there is lots of diversity and nationalities in here.
Qatar is liberal but still not very open, after all it obeys an islamic law which limits sexual actions, explicit clothes and extreme open life..

but believe me you will enjoy it once you got some company.
