Depends on the amount you wish to spend.
A good entry level digital SLR camera would be the Sony Alpha 200W or Nikon D40 or D60. Both come with good specs and are within the range of QR3000-QR4000.
If you require the camera as a point-and-shoot device, get a camera from Kodak or Cannon (don't know the model number) but I had one with a 5MP sensor and 10x optical zoom. This would cost you roughly QR1200 to QR1800.
Remember that the higher the MP, the larger will be the file size of the image.
With a 10MP camera - file size aprox - 2.5-3.5 mb
With a 5MP camera - roughly half the above size
With the larger file size, you might only manage to send 1 or 2 pics by e-mail.
