are right that some of those people are stopping for the wrong reasons. Some will cause trouble for other drivers and maybe accidents while the others stop to have a look. I normally stop when I see in my mirrors that there is no one behind or approaching me, it won't be a problem ... but sometimes I find it difficult to stop because I feel that some of them will refuse to pass thinking that I would be looking at them while I don't have any of that in mind :(
