i lived in egypt for 2 years and now here, and both places are incredibly safe in my opinion - so on that i agree with you.
what you need to understand is that men harrassing women can make them feel unsafe. while the percentage of men who do this and would never take it further is most likely incredibly high, every time it happens some women will wonder if this is one of the crazies who will go further.
i agree that doha is very safe, but it needs to go further in creating a society that respects women more, which will make women feel as safe as men.
