If you are applying frist time, they need all those documents - passport copy, ID copy, foto etc..
The funny part is - they ask again all these documents, when you go for renewal. But If you have account in the Hukoomi.net ( E-Gov ), you can apply for renewal, Nobody ask you all these documents. The only loss you have is QR.6... !!! ( Instead of QR 100, E-Gov charges QR. 106 , but they call you in your mobile to remind you to collect the card from the nearest Post office )
