Just in case anyone's looking for them, here are the settings as supplied by Jarir Bookstore:
1 - Go to 'Start > Settings > Connections' and click on the 'Connections' icon
2 - On the 'Tasks' tab click on 'Manage existing connections' and then on 'Edit'; or click on 'Add a new modem connection'
3 - Enter a name for the connection (any name)
4 - Select 'Cellular line' as the modem
5 - Press 'Next'
6 - Enter 'gprs.qtel' as the Access Point Name, then press 'Next'
7 - Enter 'gprs' as the username
8 - Enter 'gprs' as the password
9 - Click 'Finish'
10 - Go to 'Proxy settings' and enter '10.23.8.3' as the Proxy server
11 - Press 'Advanced' and check that HTTP and Socks both have '10.23.8.3' as the server address and '8080' as the port
12 - Press 'OK'
13 - Press 'OK' again
