What is your profession? If you are a Doctor, Engineer, Manager or Businessman by profession in your ID you can get a visa on arrival. If you are not falling under the above categories then you should ask someone in Dubai to arrange a transit visa for you. You may also contact Emirates for arranging the visa but you should fly with them to Dubai.
