I'm a long time depositor of EPCIB and I never had problems with them. If she's here in DOha, she can open an account in Gulf Exchange (official affiliate in Doha) at Souq Asiri (next to CBQ).Just ask the Filipino teller sitting next to the entrance.
The initial deposit to open an account is only QR70 and a photocopy of her passport as per document required. She can make deposit in this account thereafter. Also she can access her account when she gets back to Philippines (in peso).
