There is a way around the 6 months quarantine - take the dog to Paris by plane, and have the dog lodged in an animal shelter there, or with a pet-sitter, for 6 months. In that time it will qualify for the EU passport for pets. The pet-sitter can do this very easily with the local vet, acting as your agent. After 6 months, you can drive across to Paris and bring the dog back by car through the Eurotunnel. There are no particular costs to this procedure, except that a) the pet sitter will charge rather a lot and b) getting the dog by air from Doha to Paris will cost about as much as a normal airline ticket for a passenger. On arrival in France, there will be some veterinary charges - rabies shot, test, cost of passport. All in all, it's a very expensive procedure which won't cost less than $3000.
The only other option is to send the dog to Dubai or Bahrain to qualify for its passport.
