as i read it, this part was a reference to atheists and westerners, but I would argue that it applies equally to people who go through the motions of their religion without internalising its values.
someone who prays 5 times a day (or goes to church every sunday) and then lies, cheats, degrades, or other wise treats people, including women and people of different racial groups, in a mean, aggressive or harmful manner is no better.
