sorry if my question lacked clarity. Basically I need to complete a car purchase asap. We are in the process of obtaining our NOC from the Sponsor when we have that and the money is in place where do we go to complete the sale - in terms of the authorities, is it somewhere in City Centre?? Also what are their opening times.
