AbuYousif, initially when reliance infocom launched their telephone services they issued eight digit numbers for their mobile and landline connections, just like the number mentioned by you, unlike the other mobile service providers who had ten digit numbers. However in the year 2005 TRAI asked Reliance to change all the 8 digit numbers for their mobile users to ten digit and accodrdingly reliance ammended the numbers to ten digit for mobile users but the numbers for landline still remains same i:e eight digit. Now if you know whether that is a landline or mobile number, if its mobile number then there is no way to get the changed number.
