A worker who has completed one year of continuous services is entitled to paid leave in accordance with Article 79 of Qatar Labor law. This provision of law is hereby reproduced and quoted as follows:

Article 79

"The worker who has completed one continuous year in the service of the employer shall be entitled to an annual leave with the pay provided for in Article 72 of this law. This leave shall not be less than three weeks for the worker whose service is less than five years and four weeks for the worker whose service is more than five years."

"The worker shall be entitled to a leave for the fractions of the year in proportion to the period of his service".

According to your representation, you have worked for 16 months with your employer, and he refused to pay your plane ticket.

Issues concerning expatriation expenses such as plane ticket during annual leaves should be covered under your written employment contract. If your employer refuse to shoulder your plane ticket despite provision in the contract then he is liable not only under Qatar Labor Law but also under Philippine Labor Law. Your employer can be made to account for his refusal through his Agent in the Philippines and, worst, can be blacklisted with POEA.
