yes a lot of the newer cars have rear fog lights, it is usually a switch that makes your tail lights brighter and some people leave them on so you think they have their brakes on. There really is no such thing as "fog" lights per se, they are just lights pointing lower which makes it easier to see in the fog which means you shouldn't drive in fog with high beams on. On most new cars the "hazard lights" are now independent of the turn signals.
If you don't need to be out don't drive in the fog!
