I agree with the fact that hazard lights are not to be used on a moving vehicle but almost all the cars coming to middle east are not equipped with the fog light which will help the other drivers to see if a car is moving in his/her front. Sometimes the early morning fog is very thick and it is not possible to see even if you switch on the head and tail lights. Most of the drivers noticed that it is easy to notice a blinking hazard light than a very weak tail light and that is why everybody is using it. It is like a chain action as one is following the other.
