If you have the time, I suggest you read this article - it's an extract of a book called 'The Undercover Economist' and examines the economic factors of why certain countries with certain regimes just don't seem to grow into rich, developed nations. I was reminded of it by your reference to potholes!
It's a good read, and only one chapter. The rest is equally as good.
