I had the same problem a few months ago, where all text messages I sent (local or international) would just sit in my outbox, pending.

I contacted Qtel and they confirmed all settings were correct. Qtel tried a couple of other things but no joy, and then they just sent me a text saying 'case closed'.

But then a couple of weeks later text messages just started working again. I never got to the bottom of what happened.
