A Qatari friend of ours told us the day before yesterday that he is surprised to know that his saving account is ZERO balance when he tried to withdraw money from the ATM machine. He called the bank to verrify, (that was night time) and the bank confirmed to him ZERO balance. In this case, would the bank be responsible for the lost of his money? He has the previous receipt that he got huge amount in his account.
