galloper48 , you actually provide with the misleading info. It's not about which office is closest. it's about what kind of services do you need. If you are canadian citizen and need to renew your passport, Abu Dhabi won't do it for you. If you apply to sponsor your family to immigrate to Canada, Kuwaity embassy has nothing to do with it. If you want to immigrate to Canada as a skill worker, you have to apply in UK. If you are syrian you can do the same through the canadian immigration office in Syria, and sooooooo ooooooon.... so as i said, it all depends on WHAT excatly do you need!
