I heard that GCC nationals from other GCC countries can start their own company (CR) here in Qatar but only establishment companies (100% ownership to that person only) not WLL companies. To get complete details check with some agents who does these CR registration and stuff like that, but still it wont be easy to get visa approval for your nationality if you are from Indian Subcontinent.
