One cannot get ones own RP cancelled without first getting the RP of the dependents cancelled.So I wonder how your family is still in Kuwait if you had sponsored them.If they are not sponsored by you , then it is OK. Visa is available on arrival for GCC residents provided soem stay period and reaming RP period is fulfilled for which you need to find out from Kuwait embassy or online .
