Cheapest straight from a landline I've found is Cheap Calls (0906 1050020) which is 15p/min to both landlines and mobiles. Skype is 20p a min.
You can't call Qatar free through Talk Talk and it doesn't come under the BT reduced price international options either.
Cheapest card I've found is UK Gold which in theory should be about 5p a min but always seems to end up costing more.
Best thing to do is to get person concerned to get a Skype-in number and then it's like calling a UK landline.
(Not that I'm conducting a long distance relationship or anything)
