not sure why nepalese are paid more or less than phillipinos in same job - probably has something to do with what they can get at home and who is more desperate, unfortunately.
with regards to westerners/europeans, first it takes more to get them because they can get good paying jobs at home. also, soft skills tend to be better, they have better analytical skills, usually better work experience etc.
people from one country are NOT better than people from an other country, but the truth is that education on average is better in the west, and western companies have better procedures and processes, and so western work experience is more sought after for management positions.
