Hey, Xena, just ran across this issue last week. A colleague of my husband who retired over a year ago came back on a visit visa to give a lecture. He was denied entry to Qatar and sent back to the US on the same BA aircraft he came in on because he did not have an NOC. My husband's company very embarrassedly and hurriedly sent him an NOC and he arrived a again week later and was granted entry.
