a while ago Japanese Embassy open registration for japanese language lesson. When i asked they said it is only opened for government office's staffs. Probably worth for you to inquiry from them.

Fail on that ... maybe check on Berlitz language centre. I know the offered languages courses ... but no idea wether Japanese is included.
