I don't know about getting a lip piercing done at any gold or pharmacy shops here. But I may have not been observant enough.
I CAN saw that I see very little piercings outside of the ears or nose here.
THAT said, I know of Filipino folks who do piercings and tatoos on request. Don't know their names, as I'm not a client, but I know of some folks who had work done.
Keep your eyes and ears open, ask around. Best advice I can give you.
