you can't take exam online to be certified by microsoft! however you can take MCSE examination with microsoft certified partners here in Doha which is Syscom and Infocenter. this 2 education centre is the only place i know about MCSE certification.
about the training:
if you know how to use torrent, search for MCSE TESOUT ( http://testout.com/mcse/index.htm )and download it. this is a simulation training about learning MCSE, it is like your computer is going to teach you how to be certified as MCSE. i have this software simulation, if want a copy then it is not free :)
