Qatar governement totally discourages changing employers even if you get NOC. My company has just passed an email to all employees advising them that for ex employees who has worked in the company, resigned and left the country must get a second NOC from your previous employer.
Furthremore, there is no guanrantee if you get NOC that CID will grant you a new RP. My advise be extremely cafreful about this issue.
