"No one is above the law" thats the idea. i know most of them are doing this whenever they like it. but some of them are doing this in response to an emergency call. if they are moving w/out siren and emergency lights turned on it doesnt mean they are not moving to an emergency. this also applies to ambulances they are moving at their own risk if they made an accident they are liable as well.
