if you want to make it easy what is GCC?
its Gulf Country Council its not only Qatar its include also UAE United Arab Emirates , Saudia Arabia ,Bahrain,Oman ,Kuwait ... so if you have licence in any of these countries you can change it in the other countries once you have work permit by pay only fee without test each contry including india they cant give driving license without test inside there country this is your question stuped point but maybe because your friend want to make it difficult or easy he gave you appreviation of GCC its not tofel course or ilets english exam never if you are clivar surprise your friend when you call him from qatar ...
