What do you mean by 'expired 9 months ago'? Did you leave Qatar without cancelling the RP?......Anyway, there's a lot of talk about this new rule on the internet, but little hard fact. I'm British with a cancelled RP from a government organisation...it was cancelled after 18 months with them. They refused to give me a No Objection Certificate (NOC).
Since then (a year ago) I have been coming and going on a visit visa without any problem. When I heard recently about the new rule I was worried I wouldn't be let in again. However, I've entered twice now in the last fortnight without any problem. But, I also know that several people have been refused entry on the grounds of the new rule.
You could try approaching the Qatar Embassy in Germany and see if they can shed any light on the matter.
