Yes, you need to go to the labour department on C ring road - one stop before Ramada signals (coming from the airport). Pick up a form, take it to a typist in a souq and get it typed up. Then return to the labour department. Take all documents you can possibly think of, such as copies of birth certificates, photos, passports and so on. (What is actually needed seems to vary). Photocopies, scanned documents and faxes are generally acceptable. You will get a six month family visa, which can later be changed into a residence visa when they are here and have had their health checks done.
