Oh, boy, I'm trying to remember but I think you send it to the Qatar Embassy in Washington DC to get it attested. You can Fedex it (enclose a return envelope) or send it to an expediter. I use A Briggs in DC to expedite documents. Don't take me as gospel if you get better advice!
