As far as I know, it is only your sponsor who may hold your passport. You could say to your employer that your father as your sponsor will not relinquish your passport to him. But since you are speaking of an NOC does this imply that your sponsorship would be transferred? In that case your employer might ask to hold your passport if he is your new sponsor.
