You can rent a flat ; even you didnt get yor RP; you have to fill cheques; depend on the greement with the flat/villa owner.
as for driving; as you dont have RP yet; you can get a temporary Qatari lic. from police dept( 3 weeks ); ofcourse there is fee; then you can replace it with permenant Qatari lic.when you got your RP.
