I think both answers are rubbish. If he is sending you SMS about love and so forth that is sexual harrasment, you dont have to be touched to be sexually harrased.

Any contact outside of work, or any personal conversations or questioning are indeed harrassment. Report him to your boss, show the messages and so on and if nothing is done I am sure you can at least report it to the labor department. Make sure when you complain you do so in writing.
