your best bet is to send it to the embassy in kuwait. for an additional fee (50 or 75 dollars i think) they will act as your guarantor.
the british embassy here will not do it, and a canadian lawyer working in doha i contacted said that he has had problems in the past when he did it because he was not a qatari lawyer. best to pay the fee and have the embassy do it.
