16 is the leagl limit in many places. The difference is that the kids are educated to respect, and will lose the licence immediately if they don't behave. Plus many places say that it's okay as long as an adult is in the car with you. I agree with this. Maturity is individual, and girls are more likely to be cautios the boys at 16.
