The cheapest place is duty free at the airport. Cheapest cigars I have found anywhere in the world, half the price of Singapore, and I thought they were cheap in the past. If that's not an option (ie. you or a friend not travelling soon), the cigarette section at Giant Hypermarket in Hyatt Plaza has a good selection at reasonable prices. A shop near the entrance of Carrefour in City Centre has plenty of Cohibas (not much else), but their prices were rather high.
If buying as a gift, stick with Cohiba. If for yourself, try other Cuban brands such as Partagas, Montecristo or Bolivar. They are of a similar depth of flavour, as high or better in quality, and much better value.
A humidor is important if you are keeping them for some time, but they should be OK for up to a week in the present high humidity here.
