I think the qatari government is duty bound to provide communication in whatever tongue is necessary to ensure that the population (which the country could not survive without) can access government services. DG your Korean example doesn't work because again the indiginous people outnumber the expats by a significant amount.
Qatar has imported a large number of workers (significantly more than its own population) to enable development and it has a responsibility to support them.
