It's a new rule that they have, I guess to make sure that those who come into their country don't have crimnal tendencies or whatever. it's the same for everyone. I'm Filipino and I got mine from our local police station, it's just a certificate that there are no lawsuits filed against you, that you have not been arrested for any criminal offense, or even a felony, in short, a clean record. I had to have it authenticated by the Malacanang Palace (equivalent to your White House), the Department of Foreign Affairs, and the Qatar Embassy in the Philippines.
